Notice of amendment and withdrawal of paperless customs declaration

In order to deepen the reform of regional customs clearance integration, paperless customs clearance operations, and promote the paperless process of customs clearance supporting operations, the General Administration of Customs has launched a nationwide pilot program to modify and cancel customs declarations for import and export goods. Since December 1, 2015, the HP2015 system in the four provinces has been put into trial operation, and the modification and cancellation of customs declarations have begun to implement paperless processing.

What is HP2015 system?

1. Customs clearance operation assistance system (currently on-line customs declaration modification and cancellation function);

2. Important support for regional customs clearance integration and paperless customs clearance reform;

3. Interactive flow of electronic data and business operation with electronic port pre-entry system and H2010 customs clearance management system.

Warm reminder

Since March 1, 2016, the customs across the country has fully implemented the paperless revision and withdrawal of customs declarations, except for technical reasons such as computers and network systems that cannot modify or cancel customs declarations through the pre-entry system, the customs will no longer handle the modification and cancellation business in a paper way.

According to the "People's Republic of China Customs Import and export goods declaration modification and cancellation management Measures" (General Administration Order No. 220) provisions, the following three customs declaration repair and withdrawal situations are included in the paperless operation:

1.the enterprise initiated the repair (as shown in the flow chart);

2. the customs initiated the repair (as shown in the flow chart);

3. customs direct cancellation: Customs declaration review in HP2015 system initiated a direct cancellation processing, after approval in H2010 to complete the withdrawal of customs declaration operation.
